HTTP Error 500.30 - ASP.NET Core app failed to start

Websites --> Website Management --> Logs
There you'll find logs:
Application '/LM/W3SVC/1624/ROOT' with physical root 'D:\Sites\site9481\wwwroot\' encountered an unexpected managed exception
After clicking through details you will find detailed error why your application won't start:
Unhandled exception. System.UnauthorizedAccessException: access to the path 'D:\SQLITE\logs\' is denied.

So your application is trying to write data where it is not allowed on server. I see that you have already found and resolved this error 👍️
